After 17 Years of Rupture:

In a move whose implications go beyond the restoration of diplomatic ties, Venezuela and Israel have resumed relations after a 17-year rupture, marking a notable shift in the political alignments and strategic positioning of Latin America.

Why now?

The restoration of relations is not merely a diplomatic detail. Under Hugo Chávez and later Nicolás Maduro, Venezuela was among Latin America’s most outspoken critics of Israel, while maintaining close relations with Iran, Russia, and China.

For Israel, reopening channels with Caracas offers an opportunity to challenge its diplomatic isolation in parts of Latin America and establish new avenues of engagement in a region long regarded as part of Washington’s sphere of influence.

The Venezuelan calculus:

Caracas may be driven by pragmatic considerations, particularly amid economic pressure, US sanctions, and efforts to rebuild and diversify its international relationships. However, opening a channel to Tel Aviv does not necessarily mean an immediate reversal of Venezuela’s traditional alliances.

The Israeli calculus:

For Tel Aviv, restoring relations with Venezuela carries geopolitical significance beyond the bilateral relationship. It represents an attempt to re-establish a foothold in Latin America and regain political access to a country possessing the world’s largest proven oil reserves.

But the bigger question:

Are we witnessing limited diplomatic normalization driven by necessity and mutual interests—or the beginning of a broader shift in Caracas’ foreign policy?

And can Venezuela maintain its strategic relationships with Iran, Russia, and China while simultaneously opening a new chapter with Israel?

In a world where rigid alliances are giving way to transactional diplomacy, perhaps the real question is no longer: “Whose side is Venezuela on?” but rather: “How far can Caracas maneuver between competing power blocs without paying a strategic price?”
