Inventory and Storage of Weapons:
A gradual process will begin to inventory and store heavy weapons, weapons production sites, storage facilities, and tunnels, with the participation of all Palestinian factions. The draft explicitly rejects the transfer or surrender of any weapons to Israel or to any non-Palestinian party.
Responsible Authority:
The “National Committee” will be the sole body responsible for managing, storing, and controlling weapons in Gaza after the completion of Clauses (7–10) of the roadmap.
Conditions and Operational Linkages:
• The inventory process will begin only after the commitments of the Sharm el-Sheikh Protocol have been fulfilled, the National Committee has entered Gaza, and the International Stabilization Force has been deployed.
• Each phase of the inventory process will be linked to Israel’s gradual withdrawal from the Gaza Strip.
• The weapons file is considered part of a broader process to implement the peace plan and establish a credible path toward Palestinian self-determination and the creation of a Palestinian state.
Implementation Mechanism and Oversight:
• An implementation timetable will be prepared within 14 days, with the possibility of an extension by decision of the Verification Committee and the approval of all parties.
• The International Verification Committee will oversee and monitor the process, with support from the International Stabilization Force.
