De-escalating the Abbas Al-Yaqoubi Arrest Crisis by Handing Him Over to Hashd Security

Baghdad
Contacts and efforts have succeeded in containing the crisis surrounding the detention of Hajj Abbas Al-Yaqoubi, the intelligence official of the Baghdad Belt Operations Command within the Popular Mobilization Forces (PMF).
In this context, PMF media official Muhannad Al-Aqabi announced that Al-Yaqoubi had been handed over to the PMF Security Directorate to proceed with the necessary legal measures. This appears to be largely a formal gesture, little more than an attempt to appease the government and facilitate the decision.
However, this arrangement—coupled with government spokesman Haider Al-Aboudi’s confirmation that the arrest was carried out “pursuant to a judicial order”—clearly exposes a state of complete alignment between the executive authority and the judiciary. The judiciary has effectively become a supporting party to the government’s agenda, backed by the Coordination Framework, which considers any targeting of the U.S. presence to constitute a crime.
This development reflects joint efforts by the executive and judicial authorities to criminalize any form of defense of Iraq’s sovereignty and independence and to bring it under control under the guise of the law.
