As negotiators convene for the final day of the US-brokered talks in Rome on August 6, 2026, the diplomatic drafts focus heavily on verifying military deployments, establishing pilot zones, and redrawing security lines. Yet, an issue of fundamental human dignity remains omitted from the official agenda: the immediate release of dozens of Lebanese citizens abducted from sovereign Lebanese soil and held in extrajudicial detention inside Israel.

International law, specifically the Fourth Geneva Convention, strictly prohibits an occupying power from forcibly transferring or deporting protected persons from occupied territory into the territory of the occupying state (Article 49). Under Article 34, the taking of hostages is explicitly designated a grave breach. Despite these legal standards, the ongoing diplomatic process has treated these abductions as secondary details rather than non-negotiable prerequisites for a durable ceasefire.

The Identities Behind the Numbers

These individuals are not anonymous tokens; they are civilian residents, local fishermen, and defenders taken directly from border towns.

Documented cases compiled by local human rights monitors and international observers detail their abductions and current status:

Imad Fadel Amhaz (Captain / Civilian Maritime Student, ~30s)

Abduction: Abducted by an Israeli naval commando unit during a raid in the northern coastal city of Batroun on November 2, 2024.

Status: Transported illegally across the border into Israel; denied independent legal visitation or direct communication with his family.

Ali Tarhini (Age 19)

Abduction: Shot and captured near the border town of Odaisseh in early 2025.

Status: Imprisoned in Ramla Prison’s medical wing. Reports indicate severe neglect following initial surgeries, with necessary physical therapy and specialized care withheld.

Hussein Amin Karaki (Age 36)

Abduction: Ambushed and shot in the back near Markaba on January 26, 2025, during an incident in which his mother was killed.

Status: Enforced disappearance. Israeli authorities have refused to provide official verification of his health condition or exact facility location.

Ali Nasser Younes (Civilian)

Abduction: Captured in early 2025 near Ayta al-Shaab while attempting to inspect his home following troop withdrawal deadlines.

Status: Detained under Israel’s "Unlawful Combatants" Law, a legal structure that permits indefinite detention without formal charges or trial.

Conditions of Detention and Systemic Isolation

Detainees are held across security facilities in Israel, including Ofer Prison, Ramla Clinic/Prison, and Kishon Interrogation Center.

1️⃣ Denial of International Access: Since late 2023, the International Committee of the Red Cross (ICRC) has faced persistent systemic barriers preventing routine access to these facilities, leaving families in Lebanon without official verification of their loved ones' health or safety.

2️⃣ Medical Neglect and Coercion: Testimonies from released individuals indicate that wounded captives are routinely subjected to interrogations while suffering from untreated gunshot wounds, with basic medical care conditioned on compliance.

3️⃣Legal Black Holes: The classification of Lebanese captives under administrative detention or unlawful combatant frameworks circumvents standard international judicial oversight, keeping them isolated from both family contact and legal representation.
