The Islamic Resistance Movement (Hamas) and the Palestinian factions have engaged with the negotiation process and the mediators’ proposals for completing the implementation of the second phase of the ceasefire agreement in a responsible and constructive manner. This was carried out within the framework of national consensus among the Palestinian factions, reflecting a spirit of partnership and shared responsibility, driven by our commitment to protecting our people, addressing their humanitarian needs, and safeguarding their national rights.
The occupation’s commitment to halting the killing and ending its aggression constitutes the essential gateway and the first step toward moving forward with implementation, including establishing the framework and timetable for the agreed measures. We reaffirm that implementation of the second phase of the agreement remains contingent upon the occupation fulfilling all provisions of the first phase.
Approval to include the issue of heavy weapons within the framework of the agreement was expressly conditioned upon a complete cessation of all forms of aggression, the withdrawal from the Gaza Strip, the achievement of early recovery, the entry of the administrative committee, the deployment of international protection forces, the dismantling of armed gangs and militias established by the occupation, the commencement of reconstruction, guarantees for the Palestinian people’s right to self-determination, the establishment of an independent Palestinian state, and the protection of citizens’ rights.
