Iran: Supreme Leader Ali Khamenei has previously stated that if Iran cannot export oil, "no one will." The Islamic Revolutionary Guard Corps (IRGC) is expected to transition from conventional maritime presence to "asymmetric harassment," utilizing swarming drones and coastal missile batteries.

• Hezbollah & Iraqi Factions: These groups may see the blockade as justification to expand the theater of operations to U.S. bases in Iraq and Syria to relieve pressure on the Iranian mainland.
