Lebanese Parliament Passes Amnesty Law and Abolishes Death Penalty Amid Widespread Controversy

In a move that has triggered a broad wave of political and public controversy and division, the Lebanese Parliament today, Wednesday, August 12, 2026, passed a package of highly contentious legislative measures.

The move recalls controversial settlements and legislative processes witnessed in countries such as Iraq.

The legislation includes the adoption of a general amnesty law and reductions in the sentences for certain offenses.

It also includes the abolition of the death penalty under a separate law, replacing it with life imprisonment with hard labor.

With this decision, Lebanon becomes the first Arab country to officially abolish the death penalty. It is worth noting that the death penalty has not been carried out in Lebanon since 2004.

The laws were approved at the conclusion of a general legislative session chaired by Parliament Speaker Nabih Berri, followed by heated debates and sharp disagreements among government and parliamentary factions.

The discussions included controversial statements, most notably remarks by MP Ghada Ayoub to Al Jadeed, stating:

“Anyone who fled to Israel and did not participate in any military activities has the right to return to Lebanon under the general amnesty law.”

The statement further intensified criticism over the breadth of the law’s loopholes and the overlap between legal measures and political settlements.

A Controversial Path and Widespread Opposition

The passage of these laws has generated widespread political and public anger, with critics arguing that they disregard the sacrifices of martyrs and national security considerations.

This prompted several parliamentary blocs, most notably Hezbollah, to withdraw from the session in protest, citing concerns that the legislation undermines security deterrence.

While the law is reportedly intended, among other objectives, to address the overcrowding crisis at Roumieh Prison, the measures have raised serious concerns that individuals involved in grave crimes could escape accountability—echoing what critics describe as disastrous experiences elsewhere in the region.
