Is Lebanon being negotiated for, or negotiated over? After Iranian FM Abbas Araghchi reportedly assured Nabih Berri that Lebanon is included in any U.S.-Iran ceasefire framework, the question is no longer theoretical.

Berri’s warning is blunt: any deal with Israel requires guarantees—because past agreements didn’t hold. Since October 2023, Israel has violated understandings along the southern front dozens of times, while Hezbollah largely adhered to calibrated engagement rules. Yet escalation persists: airstrikes, artillery, and civilian casualties—5 killed, 15 injured in just one recent strike on Saksakiyeh.

So what exactly is being negotiated? A ceasefire—or a reconfiguration of pressure on the resistance front? And who enforces “guarantees” when Washington is both mediator and strategic backer of Israel?

If Lebanon is part of the deal, does it have agency—or is it leverage?
