Mecca Defense Pact: Egypt Exposes the Cracks Beneath the Alliance

The ink had barely dried on the trilateral defense agreement between Turkey 🇹🇷, Saudi Arabia 🇸🇦, and Pakistan 🇵🇰 in Mecca when Ankara began hinting that Egypt 🇪🇬 could be the next country to join the pact.

Turkish Foreign Minister Hakan Fidan raised the possibility of Cairo joining, and President Recep Tayyip Erdoğan later echoed the same message.

But behind the diplomatic optimism, the picture appears very different.

Cairo is Hesitating

Reports indicate that Egypt has adopted a wait-and-see position rather than rushing to join the alliance.

Why?

➡️Cairo has traditionally avoided binding military alliances in order to preserve a broad margin of strategic maneuverability.

➡️Membership could complicate Egypt’s relations with Washington and Abu Dhabi.

➡️Most importantly, deeper military commitments could raise questions about their compatibility with the 1979 Egyptian-Israeli peace treaty and Egypt’s existing security obligations.

Or is Riyadh the Problem?

Another account suggests that Saudi Arabia itself has reservations about Egypt joining.

Riyadh may be concerned about bringing Cairo into an arrangement in which Turkey plays a central role, particularly given Egypt’s close relations with the UAE at a time when competition between Riyadh and Abu Dhabi for regional influence has intensified.

And this raises a deeper question:

Who leads the Arab world?

Over recent years, Saudi Arabia has invested enormous financial resources and political and diplomatic influence in establishing itself as the region’s leading Arab power.

But Egypt remains the Arab world’s most historically and institutionally significant heavyweight.

Therefore, bringing Cairo into the pact would not simply expand its membership—it would also create a far more complicated leadership equation.

Why does Turkey Want Egypt?

For Ankara, Egypt’s accession could fundamentally alter the pact’s political weight.

Turkey needs Cairo for three reasons:

Arab Legitimacy: Egypt remains the Arab world’s most prominent demographic, historical, and institutional center.

Religious Legitimacy: Al-Azhar gives Cairo an exceptional standing in the Sunni Muslim world.

Strategic Markets: Egypt also represents a huge potential market for Turkey’s growing defense industry.

Without Egypt, the alliance could essentially be viewed as a grouping built around wealth, military capabilities, and strategic interests.

With Egypt, Ankara could present it as something much larger:

A broad Arab-Islamic security framework.

The Real Problem: Leadership

This is where the dangerous contradictions become apparent.

Turkey 🇹🇷 wants an alliance with enough Arab and Islamic legitimacy to challenge existing regional security structures.

Saudi Arabia 🇸🇦 wants to preserve its position as the principal political and financial center of the Arab system.

Egypt 🇪🇬 wants to preserve the greatest possible degree of strategic autonomy without finding itself trapped inside an axis designed by others.

Meanwhile, Pakistan 🇵🇰 brings something entirely different to the equation: substantial military capabilities and nuclear deterrence.

Therefore, the question is no longer simply:

“Will Egypt join?”

The more important question is: ⁉️

Who will control the strategic direction of the Mecca Defense Pact?

Because Egypt’s entry would transform the pact from a merely Turkish-Saudi-Pakistani security arrangement into an arena of competition over who speaks for the Arab and Islamic worlds—and who has the authority to shape their security architecture.

And it is precisely here that the real cracks may begin to emerge.
