It’s the same old tactic: feeding the hungry with scented air and selling the thirsty a positive mirage. In the realm of international politics, "positivity without commitment" is merely the diplomatic way of saying: "We heard you, we smiled at you, now go jump in the lake."

Anyone expecting handouts from Washington had better prepare for a very long wait.
