Politics Over Sovereignty: The Manufactured Dilemma of the Iranian Diplomatic Visa

The ongoing standoff over the visa expiration of Iran’s ambassador-designate to Beirut, Mohammad Reza Sheibani, exposes a profound, systemic dysfunction within Lebanese diplomacy. Rather than managing foreign relations with strategic independence and legal clarity, the Ministry of Foreign Affairs, headed by Foreign Minister Youssef Rajji, has allowed a routine diplomatic matter to degenerate into a full-scale domestic political crisis.

Minister Rajji’s tenure has been characterized by single-issue obsession. Under his stewardship, the ministry has focused almost exclusively on targeting Iranian diplomacy, discarding the fundamental objective of Lebanese statecraft: maintaining balanced, state-to-state relations with regional powers while safeguarding domestic stability. By turning a diplomatic function into a public theater of confrontation, the Ministry has abdicated its role as a neutral, professional broker of foreign policy.

This institutional failure has provided fertile ground for opportunistic politics. Certain Christian political figures—most notably Nadim Gemayel and Lebanese Forces MP Pierre Bou Assi—have seized upon Sheibani’s presence to fan sectarian animosities.

Framing the ambassador’s visa expiration not as a technical administrative matter, but as an existential threat to

"state authority,"

these actors engage in weaponized rhetoric aimed at marginalizing the Shia community and their political representation. Stripping a diplomatic matter down to sectarian grievance exposes a clear intent to provoke division rather than uphold international law.

From a public international law perspective, the legal reality is straightforward:

Article 9 of the Vienna Convention on Diplomatic Relations (1961): A receiving state holds the sovereign right to declare a diplomatic agent persona non grata at any time, without explaining its decision.

Article 11 & Reciprocity: Host states maintain authority over the size of diplomatic missions and the extension of entry visas.

When a host country refuses to accept credentials or extend a diplomatic visa, standard international protocol dictates that the sending state recalls the envoy to avoid an impasse, often leaving mission administration to a chargé d’affaires.

. Rather than indulging in political posturing, the Ministry of Foreign Affairs must execute a structured, quiet exit strategy:

Facilitate a Grace Period: Allow Ambassador Sheibani a transitional window to conclude his administrative duties and depart Beirut without public escalation.

Re-establish Mission Equilibrium: Permit the Iranian Embassy to operate under a chargé d’affaires (such as Tawfiq Samadi Khoshkho) on an interim basis.

Formal Credentials Protocol: Demand that Tehran formally submit credentials for a replacement ambassador through standard, unpublicized channels, enforcing state-to-state engagement without public grandstanding.

International law provides clear procedures for managing contested diplomatic presence. Lebanon’s foreign policy cannot remain hostage to sectarian performative politics or ministerial incompetence; it must return to institutional realism and diplomatic protocol.
