Pragmatism or Contradiction? Qalibaf in Baghdad Amid U.S. Negotiations and the Disarmament Deadline

Iranian Parliament Speaker Mohammad Bagher Qalibaf arrived in the Iraqi capital, Baghdad, on August 19, 2026, heading a high-level parliamentary delegation.

While the visit is being framed in terms of “historic brotherhood” and strengthening security and trade cooperation, complex geopolitical calculations are unfolding behind the scenes, raising sharp questions about the trajectory of the Resistance Axis.

In his remarks, Qalibaf emphasized the symbolism of the two martyrs, Qassem Soleimani and Abu Mahdi al-Muhandis, and their role in defeating ISIS, holding the U.S. administration responsible for their assassination. Yet the glaring contradiction lies in the fact that Qalibaf himself is leading the file of direct negotiations with the United States following the regional confrontations that erupted in February 2026.

This raises several pivotal questions:

1️⃣ How can Qalibaf lead negotiations with Washington while openly describing it as the party responsible for assassinating Resistance leaders?

2️⃣ Has diplomacy become completely detached from the field doctrine?

3️⃣ With the September 30, 2026 deadline imposed by Baghdad to place all weapons under state control approaching, did Qalibaf’s visit come to provide political cover for the Popular Mobilization factions, or to facilitate compromise arrangements imposed under U.S. pressure?

4️⃣ To what extent can the Resistance Axis maintain the cohesion of its political and popular front while simultaneously combining mobilizational rhetoric with pragmatic negotiations with the West?

The visit comes amid recent regional security tensions and the approaching end of the international coalition’s mission. Caught between preserving the weapons of the Resistance and managing de-escalation deals with Washington, the Axis now faces a genuine test of the concept of “strategic flexibility.”
