President Trump’s headline-grabbing attacks on allies are just noise compared to the deeper tremors shaking the global order. At the Munich Security Conference, Germany’s Chancellor bluntly declared: “The international order no longer exists.”

The shift is unmistakable: the world is edging back toward China, not out of WTO optimism like in 2001, but out of disillusionment with the United States. Public opinion reflects this rupture—71% of Germans now see Washington as an adversary.
