• The Proposal: Tehran’s 14-point plan offers a framework for the Strait of Hormuz and a cessation of hostilities in exchange for lifting the illegal naval blockade and a $25 billion reparations discussion for war damages.
• The Obstacle: President Trump has dismissed the initiative, claiming Iran has "not yet paid a big enough price."
