🏭 Factory Bottlenecks: Factories can't manufacture newer, highly advanced PAC-3 missiles fast enough to keep up with current warfare needs.

📦 Quantity Over Perfection: The US needs sheer volume now. Buying PAC-2s quickly fills empty silos so air defense systems don't run dry.

🎯 Smart Ammo Usage: Saves the most expensive, advanced interceptors for complex ballistic missiles, while using PAC-2s for drones, cruise missiles, and jets.

Bottom Line: Washington is maxing out every available production line to avoid running out of air defense interceptors during escalating conflicts.
